When driving in the rain wind shield defrost is not working because heating is not going to the windshield. I have to use cloth to wipe in side windshield to drive, it is impacting visibility. Heavy rain i have to stop during on the road. I feel like danger to drive car.

I have a red 2007 honda accord that i've only had for a few years and the paint has peeled along with its clear coat making it look rusty on the hood and trunk of the car. I've been told it's due to the quality of primer and paint that honda uses. I wanted to know if there is something that can be done fix this issue.
